About Charmaghz Cultural & Services Organization:
Charmaghz was founded in 2018 to instill a joy of reading in Afghan children through mobile libraries. Based in Kabul and a registered NGO, Charmaghz grew from the dreams of a group of Afghan youth whose childhoods were scarred by war, and who wanted to secure a peaceful future for the next generation. We
believe that a necessary, first step towards that future is ensuring all children can read, write, and do basic math—though currently only 7% of primary school age children in Afghanistan are proficient in these skills. In Farsi, “Charmaghz” means “four brains,” which reflects our mission to expand and fulfill the potential of Afghan children through literacy. Charmaghz operates 16 mobile libraries, including five bus libraries, one van library, and ten mobile library boxes, to welcome children into a safe, supportive, and creative environment. While visiting our libraries, children are supported to build basic literacy and numeracy skills, but also to engage in art activities. Since 2018, Charmaghz’s libraries have been visited over half a million times, and more than 46% of the visitors are girls. On average, our libraries facilitate over 2000 visits from children every day. Six days a week, the mobile libraries make stops throughout Kabul, and also reach children in formal schools through our new Library Box project.

Job Summary:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will be responsible for establishing the M&E department of the organization. It will help the organization assess its overall performance and improve its internal operations.
The MEAL Officer will monitor, evaluate and establish an accountability framework and collect and disseminate learning as well as coordinate the M&E for all projects and programs of Charmaghz. S/He will produce quality reports and provide specific recommendations to the Program team for better implementation of all project activities. Moreover, s/he will contribute to developing MEAL plans and frameworks for various projects and programs and implement the MEAL plans for all the projects. Also, s/he will lead the design and implementation of surveys, and support project teams in designing the needs assessment tools for Charmaghz projects.

Duties and Responsibilities:
Coordinate data collection and synthesize and analyze quantitative and qualitative data from the field.
● Design and conduct need assessments, baseline surveys, project reviews, end-line
surveys, and impact assessments of the relevant projects as per needs and requirements.
● Assist in creating reports based on quantitative M&E data gathered regarding student attendance and performance, as well as qualitative data on the experience and perceptions of students, parents, community members, and other stakeholder’s vis-a-vis Charmaghz’s programs
● Assist in creating M&E, tools, policies and procedures
● Travel regularly to all program sites, schools, and district centers in targeted districts of Kabul to conduct spot monitoring
● Prepare timely regular monthly, mid-year and annual progress reports on all Charmaghz project activities
● Ensure that the M&E database is up-to-date with all relevant attachments.
● Perform other tasks as assigned by the supervisor
● Help the project team develop and implement monitoring plans that are consistent with the organization’s goals
● Plan MEAL activities and oversee their implementation; manage and supervise
Ensuring Quality and Accountability:
● Establish community feedback mechanisms and coordinate with the program management to use the information and take relevant actions wherever required effectively.·
● Establish and maintain a learning system for Charmaghz (organizational learning)
● Develop a learning plan and learning tools/methods for all projects, programs, and the organization as a whole.
● Accumulate the learning from various projects and prepare compiled lesson-learned reports.

Reporting:
● Ensure that accountability and learning are reflected in the interim and final project reports
● Ensure budget utilization for learning to capture and share learning at the project and organizational level
● Provide inputs about accountability and learning for new project proposals in the
interim project reports submitted to any donor.
● Any other duties assigned by the Management Team.

Jobs Requirements:
Strong analytical and conceptualization skills and ability to think strategically
● Highly organized with good attention to detail and the ability to prioritize multiple tasks to meet tight deadlines
● Excellent program management skills and excellent communication skills - able to communicate and report on technical points, both oral and written.
● Communicates honestly, openly, and consistently.
● Shares information appropriately and ensures that team members’ views are freely expressed.

Knowledge/Experience:
● Good knowledge of current development and MEAL approaches. Knowledge and experience of technology and technological solutions for MEAL
● Previous experience developing M&E systems within an organization
● Bachelor’s degree in a relevant subject, such as statistics, data science, evaluation, etc.
● Excellent skills in MS Excel, including statistical and analysis function; data collection platforms such as Kobo and ODK
● Preference for candidates with experience with STATA, SPSS
